Captain Quirk is considerably taller than everyone else at your event, because the giant stilts add a fair bit. Dressed in his grooviest gear, he wanders the crowd juggling and playing whatever comes to hand: ukulele, jaw harp, kazoo, harmonica, slide whistle, tin whistle, ocarina. The instrument list keeps growing. What he really does is loosen a crowd up, teasing out the silliness in people who arrived a bit stiff.
